Prologue Nine months after the Joker’s death, crime in Gotham City has dropped sharply, but Batman expects another threat and keeps watch over the city. Before he died, the Joker sent his mutated blood to Gotham’s hospitals, infecting several patients. Most were cured, but those who went untreated are beginning to look and behave like the Joker. Batman works to develop a cure for the mutations and assigns Robin to monitor the infected. The Arkham Knight On Halloween night, Scarecrow deploys a new strain of Fear Gas in a diner and threatens to release it across Gotham. Six million civilians evacuate, but the city’s criminals and supervillains remain, leaving Commissioner James Gordon and the Gotham City Police Department outnumbered. Batman investigates Scarecrow’s return and searches a rooftop safehouse, where he finds and rescues Poison Ivy, who has been held captive by Scarecrow’s men. From a makeshift Batcave in the Clock Tower, Barbara Gordon gathers intel on the new toxin and traces its source to Ace Chemicals. Batman heads there, only to be confronted by the mysterious Arkham Knight and his militia, backed by a massive force of unmanned tanks. Fighting through them, Batman learns from workers that Scarecrow plans a chemical explosion so huge it would blanket the entire eastern seaboard in fear toxin. Batman reaches Scarecrow, who reveals Barbara has been abducted by the Arkham Knight before escaping. While reducing the blast radius, Batman is exposed to fear toxin, which reacts with his own mutated blood and triggers hallucinations of the Joker. After escaping the explosion at Ace Chemicals, Batman is forced to tell Gordon about Barbara’s role in his crusade. Furious, Gordon vows to find his daughter without Batman’s help. Scarecrow’s Plans Batman tracks the Arkham Knight into an underground tunnel network, hoping to force information out of him about Barbara’s location, but he is ambushed instead. Batman chases the escaping convoy and discovers the driver is a decoy using a voice synthesizer to imitate the Arkham Knight. After interrogating him, Batman learns they are headed for North Refrigeration. Batman and Nightwing question the Penguin and learn Scarecrow and the Arkham Knight are meeting Simon Stagg, a pharmaceutical executive. Aboard Stagg’s airship, Batman discovers Scarecrow paid Stagg to build a device called the Cloudburst. When Stagg tries to double-cross them, Scarecrow punishes him by dousing him with fear toxin. Batman confronts Scarecrow and interrogates Stagg, but is exposed to the toxin again, triggering a severe hallucinogenic episode. Scarecrow escapes with the Cloudburst. He later messages Batman, revealing Barbara is being held at the same safehouse where Ivy was imprisoned. Batman arrives too late: Barbara is dosed with fear toxin and shoots herself in the head. Batman and Alfred Pennyworth are devastated, but Alfred urges Batman not to lose hope—for Barbara’s sake. Alfred explains that the Cloudburst is a dispersal system designed to flood all of Gotham with fear toxin. To fight back, Batman enlists Poison Ivy, who takes control of a massive tree that grows giant flowers capable of neutralizing the toxin.
