Undercover GRE agent Kyle Crane is airdropped into Harran to recover a sensitive file stolen by Kadir Suleiman, who is using it for blackmail. After being bitten by an infected, Crane is rescued by Jade Aldemir and brought to a survivor sanctuary known as the Tower. There, he meets Rahim Aldemir—Jade’s younger brother—who teaches him the basics of parkour. Crane soon learns the Tower is under constant pressure from bandits led by a warlord named Rais, who steals and hoards supplies from GRE airdrops. Among those supplies is Antizin, a drug that slows infection and suppresses its symptoms. When Crane is sent to reach an airdrop containing desperately needed Antizin, the GRE orders him to destroy it instead and purchase the drug from Rais to confirm Rais’s identity. Crane reluctantly complies and tells the Tower that the supplies were looted. Angered by the loss, Tower leader Harris Brecken sends Crane to negotiate with Rais. During their meeting, Crane confirms that Rais is Suleiman. Believing he will receive two crates of Antizin, Crane carries out a series of unethical jobs for Rais, only to be betrayed and given just five vials. Crane later breaks with the GRE when they stop the supply drops and refuse to help the Tower. Desperate for Antizin, Crane and Jade raid Rais’s storage facility but find a cache of plastic explosives instead. Rahim tries to use the explosives to bomb a Volatile nest despite Crane’s objections. Rahim is wounded, and Crane completes the plan, destroying the infected in the nest. When he returns, he discovers Rahim was bitten and turned while Crane was away, forcing Crane to kill him. Meanwhile, the Tower’s scientist Dr. Imran Zere—who has been working toward a cure—is kidnapped by Rais. Crane attempts a rescue but is captured as well. Rais reveals the stolen file contains proof that the GRE intends to weaponize the virus rather than develop a cure. During his escape, Crane cuts off Rais’s hand. Dr. Zere is killed after telling Crane he assigned Jade to deliver his research to Dr. Allen Camden. As Crane searches for Jade, he learns the Defence Ministry plans to firebomb Harran to eradicate the outbreak while claiming there are no survivors. Working with a survivor group in Old Town called the Embers, Crane tries to alert the outside world by setting off bombs in an apartment building in the shape of a sad face, but a jet’s missile obscures the pattern. Crane then reactivates a radio tower and successfully broadcasts proof that survivors remain in Harran, disrupting the Ministry’s plan. Facing potential scandal, the GRE contacts Crane and offers to extract him safely if he retrieves Dr. Zere’s research so they can convince the public they are working on a cure.
