In a world transformed by global warming, humanity has taken refuge in three enormous underwater cities on the ocean floor. Those expelled from the cities because of limited space struggle to survive on the burned lands above. Meanwhile, the megacities exchange millions of containers filled with goods each day. Commanding ultra-fast boats, some underwater-city inhabitants begin stealing these valuable containers to deliver them to the banished. Some succeed more than others.
