Winston found a solution to the moral decay of his town. He called out to hell, and hell answered. Hell promised that the human body could be twisted and stretched into a kinder, more equine form. Winston's town, now filled with ignorant hate-mongers, could instead be populated by magical ponies if he provided a factory to create them.
